JOB TITLE: Parks and Recreation Manager
LOCATION: Administration Building, Green Cove Springs
EMPLOYEE REPORTS TO: Director of Administrative and Contractual Services

GENERAL DESCRIPTION OF DUTIES: Under general direction of the Administrative and Contractual Services Director, this position will direct and oversee operations of the Parks and Recreational Division. The position is responsible for supervising staff; overseeing the development, management, and operation of parks, boat ramps, docking facilities and piers; monitoring maintenance and upkeep of all recreational facilities, planning, developing maintaining and directing county-wide recreational activities and youth athletics; advising and counseling the BOCC, public agencies, private groups and individuals regarding recreational activities and projects; overseeing new construction and working with other departments and governmental/non-profit agencies in the acquisition of public lands; developing and administering the annual budget; and performing related administrative functions. The position develops and implements programs within organizational policies; reports major activities to executive level administrators through conferences and reports.


  • Directs and supervises staff, including recommending selection, training, assigning and evaluating work, counseling, or recommending discipline.
  • Oversees and manages County events and facilities, parks, boat ramps, docking facilities and piers; monitors maintenance and upkeep of parks and recreational facilities.
  • Plans, develops, maintains, and directs countywide recreational activities and youth athletics in compliance with County policy, regulations, and safety standards.
  • Meets with community and business groups to establish community partnerships.
  • Advises and counsels the Board of County Commissioners, public agencies, private groups, and individuals regarding recreational activities and projects.
  • Oversees new construction and works with other departments and governmental/nonprofit agencies in the acquisition of public lands.
  • Develops, prepares and administers the departmental budget in compliance with County policy; oversees, reviews and approves expenditures for the area of responsibility; prepares financial forms and reports.
  • Gathers information/data to support periodic and special reports documenting activities for the area of responsibility; makes presentations as required.
  • Plans, formulates, and implements short-and long-term goals for park and recreational activities.
  • Establishes and implements operating policies and procedures.
  • Develops grant applications and requests for proposals; prepares and reviews contracts; administers and monitors the use of grant funds.
  • Supervises construction, repair, and maintenance of recreation/park areas, equipment, and facilities, initiates maintenance and repair work orders as needed.
  • Promotes and ensures proper employee training and compliance with County safety program and departmental safety procedures; ensures that all equipment, materials, and work conditions are adequately maintained to prevent accidents.
  • May be required to report to work to serve customers during emergency conditions or special events.
  • Performs administrative/clerical tasks such as preparing periodic employee performance evaluations, setting up and maintaining records or conducting research or studies.
  • Attends or conducts staff, committee, and other professional meetings to exchange information; attends technical or professional classes, workshops, or seminars to improve professional skills.
  • Perform other duties and tasks, as assigned.

  • Comprehensive knowledge of administrative practices relating to parks and recreation.
  • Comprehensive knowledge of the philosophy and principles of public park and recreation services.

  • Directs others in major events and reports on activities and results.

  • Reads scientific and technical journals, abstracts, financial reports, and legal documents; writes complex reports; makes presentations to professional groups.
  • Performs work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization; requires continuous, close attention for accurate results and frequent exposure to unusual pressure.
  • Makes decisions with moderately serious impact - affecting work unit and citizens.
  • Leads or handles machines, tools, equipment or work aids involving moderate latitude for judgment regarding attainment of a standard or in selecting appropriate items, such as vehicles, mowers, recreational equipment, computers, peripherals, or software programs such as word processing.
  • Requires considerable responsibility for the safety and health of others and/or continuous enforcement of the laws and standards of public health and safety.


  • Requires a bachelor's degree in public or business administration, recreation or a closely related field. Requires ten years of related experience, including extensive managerial experience. Requires a valid State of Florida Driver's License with a clean driving record
  • Requires knowledge of modern office practices and equipment, including Microsoft applications, such as Word, Outlook, etc.

PHYSICAL QUALIFICATIONS AND ACTIVITIES OF THE POSITION: Sedentary work. Exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull otherwise move objects, including the human body.

Stooping: Bending body downward and forward by bending spine at the waist.
Kneeling: Bending the body downward and forward by bending leg and spine.
Crouching: Moving about on hands and knees or hands and feet.
Reaching: Extending hand(s) and arm(s) in any direction.
Standing: Particularly for sustained periods of time.
Sitting: Particularly for sustained periods of time.
Walking: Moving about on foot to accomplish tasks, particularly for long distances.
Lifting: Raising objects from a lower to a higher position, or moving objects horizontally from position-to-position.
Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather with the whole hand or arm as in handling.
Grasping: Applying pressure to an object with the fingers and palms.
Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which, they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
Hearing: Perceiving the nature of sounds with no less than a 40-db loss @ 55 HZ, 1,000 HZ, and 2,000 HZ with or without correction. Ability to receive detailed information through oral communication and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
Repetitive motions: Substantial movements (motions) of the wrists, hands, and/or fingers.
Visual requirement equal to that for clerical administrative whose work deals largely with preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading, etc.
The worker is subject to inside and outside environmental conditions. The position is exposed to extreme heat/cold, wet or humid conditions, bright/dim lights, dust or pollen, traffic and animals/wildlife.

PAY GRADE RANGE:                  $20.8111/hr - $32.5769/hr

GENERAL DESCRIPTION: Under general supervision, plans and coordinates the City of Apopka events, community functions, special promotions, and performs related duties as assigned.

MINIMUM QUALIFICATIONS: Bachelor’s Degree from an accredited college or university with a major in Recreation and Leisure activities, Special Events, or a related field and (4) years’ experience in the field of event management including three (3) years supervisory or lead experience, or any equivalent combination of training and experience.

Must possess a valid State of Florida driver’s license.
